I do not mean to speak for Mr. Gourgue, but I think that what he is referring
to is the fact that many of the deportees are being sent back, not because
they have broken any US laws or have any committed crimes of moral turpitude,
they are returned to Haiti because their claim for asylum was ultimatly denied.
I am sure that Mr. Gourgue was not referring to the drug dealers, wife
batterers, child abusers routinely deported to their home
countries.

What Mr. Gourgue meant was that many of these individuals were allowed to live
in the US legally for many years as parolees ( immigration attorneys please
correct me if I'm wrong). Upon a claim for asylum/refugee status, they were
given temporary permission to live in the US legally and were assisted in this
effort by the Office of Refugee Resettlement (ORR). Many have been able to go
to school. have had access to health care and other benefits with the full
support of the US government (Cuban-Haitian entrant program run ORR). As such
many settled successfully, bought homes and are raised families.

For many parolees this pursuit of the American dream turned into a nightmare
when they were no longer allowed to renew their work permits were arrested and
ordered deportable. Those policy changes turned them from law abiding citizens
into "criminals" destroying in the process the very lives this government had
helped build in the US.
